3 जून 2008 अर्थात आज से ठीक 13 साल पहले आरके आनंद पूरा नाम राम कुमार आनंद, विद्वान अधिवक्ता सह झारखंड ओलंपिक संघ के अध्यक्ष सह राष्ट्रीय खेल आयोजन समिति एनजीओसी के कार्यकारी अध्यक्ष सह पूर्व राज्य सभा सांसद ने तत्कालीन मुख्यमंत्री मधु कोड़ा को एक पत्र लिखा। आरके आनंद द्वारा महामहिम राज्यपाल, मुख्यमंत्री, खेल मंत्री व मुख्य सचिव को लिखे गए दर्जनों पत्रों की श्रृंखला का ये पहला पत्र था। पत्र का विषय 34वें राष्ट्रीय खेलों के उद्घाटन एवं समापन समारोह से जुड़ा था (खबर के साथ दी गयी तस्वीर में आप पूरा पत्र देख-पढ़ सकते हैं और आपकी सहुलियत के लिए खबर के नीचे Box में पूरा टेक्सट हुबहू)। पत्र को सरसरी तौर पर पढ़ने से लगता है कि जेओए के अध्यक्ष व एनजीओसी के कार्यकारी अध्यक्ष होने के नाते आरके आनंद राष्ट्रीय खेलों के उद्घाटन व समापन समारोह को लेकर काफी व्यथित हैं और मुख्यमंत्री से गुहार लगा रहे हैं कि कुछ कीजिए। क्योंकि बकौल आनंद उद्घाटन व समापन समारोह को लेकर जो निर्णय हो रहे हैं वे सही नहीं हैं और सारे काम सरकार के द्वारा बनाई गई टेंडर कमिटी की बजाय एनजीओसी द्वारा बनाए व निपटाए जाएं। लेकिन दुर्भाग्य की जो पत्र में सरसरी तौर पर दिख रहा है सत्य उससे परे है।
पत्र का समय व संदर्भ स्वयं बता रहे असली कहानी
आरके आनंद ने पत्र 3 जून 2008 को लिखा लेकिन पत्र लिखने का तात्कालीक कारण 2 जून को घटित होनेवाली एक घटना (संभवतः अप्रत्याशित) थी। 2 जून 2008 की शाम 4 बजे के बाद टेंडर कमिटी ने इवेंट मैनेजमेंट यानि उद्घाटन एवं समापन समारोह की वित्तीय बिड खोली और तकनीकी बिड व प्रजेंटेशन में मिले अंकों के आधार पर ये निर्णय लिया कि इवेंट मैनेजमेंट का काम विजक्राफ्ट नामक कंपनी को दिया जाता है। इससे पहले 22 मई को तकनीकी बीड खुला और 25 मई को कंपनियों ने अपना प्रजेंटेशन दिया था। विजक्राफ्ट को काम मिलने के ठीक अगले दिन आरके आनंद ने ये पत्र लिखा। क्या ये महज संयोग था ? नहीं !
टेंडर कमिटी के निर्णय की पूरी जानकारी थी आरके आनंद के पास
समय और संदर्भ का यह अद्भूत संयोग नहीं बल्कि आरके आनंद को टेंडर कमिटी द्वारा लिए जा रहे निर्णयों की पूरी जानकारी थी। पत्र का पारा 9 व 10 (BOX में लाल रंगों में बोल्ड/इटालिक) इसकी तस्दीक करता है। आरके आनंद ने जो लिखा है उससे साफ है कि किसी कंपनी को काम दे दिया गया है और चयनित कंपनी ने जो सेलेब्रिटी की लिस्ट दी है उन सेलेब्रिटीज से लिखित रूप में ये सहमति नहीं ली गई है कि वे कार्यक्रम का हिस्सा होंगे। आरके आनंद जो कि न तो टेंडर कमिटी के सदस्य थे ना ही टेंडर में भाग लेनेवाली तीन कंपनियों में से किसी के मालिक/पार्टनर इसके बावजूद उन्हें अंदरूनी प्रक्रिया की जानकारी कौन उपलब्ध करा रहा था ? टेंडर कमिटी के सदस्य विभागीय सचिव आर एस वर्मा अब स्वर्गीय, निदेशक पीसी मिश्रा, एसएम हाशमी, सुविमल मुखोपाध्याय, पीके चैधरी, सुखदेव सुबोध गांधी, एच एल दास या मधुकांत पाठक ? या टेंडर प्रक्रिया से बाहर कर दी गयी कंपनी या टेंडर प्रक्रिया के दौरान दूसरे-तीसरे स्थान पर रही कंपनी ?
चार टेंडर एकसाथ जारी हुए… लेकिन पत्र लिखा सिर्फ इवेंट मैनेजमेंट के लिए
कुल चार टेंडर एक साथ जारी हुए थे लेकिन आरके आनंद ने आपत्ति सिर्फ और सिर्फ इवेंट मैनेजमेंट वाले टेंडर पर जतायी। कालांतर में भी आरके आनंद ने जितने भी शिकायती पत्र राज्यपाल मुख्य सचिव को लिखे उनमें ज्यादातर लगभग सभी में इवेंट मैनेजमेंट का जिक्र अनिवार्य तौर पर रहा। जो चार टेंडर एकसाथ जारी हुए थे उनमें
आरके आनंद ने सीएम को जो पत्र लिखा उसकी शुरूआत ही सफेट झूठ से की। पहले पारा में लिखा है …No meeting of the National Games Organising Committee (NGOC) has been called so far…मतलब एनजीओसी की अभी तक कोई भी बैठक नहीं हुई है। जबकि सच्चाई ये है कि 12 अप्रैल 2008 को एनजीओसी की आम सभा मुख्यमंत्री मधु कोड़ा की अध्यक्षता में ही संपन्न हुई थी और उसमें 31 बिंदुओं पर निर्णय लिए गए। बैठक में दो विशेष आमंत्रित सदस्यों समेत एनजीओसी के 39 पदाधिकारी-सदस्य शामिल थे। पता हो कि एनजीओसी का गठन 29 अक्टूबर 2007 को झारखड सरकार की अधिसूचना संख्या 2/खेल 1 कला-23/06 2013 के द्वारा किया गया था। जबकि एनजीओसी का सोसायटी एक्ट के तहत निबंधन 14 मई 2008 को हुआ था।
कमजोर की लुगाई, गांव भर की भौजाई
2006 से 2008 के दौरान झारखंड में अद्भूत राजनीतिक प्रयोग के तहत निर्दलीय विधायक मधु कोड़ा मुख्यमंत्री बनाए गए थे। कोड़ा के मुख्यमंत्रित्व काल के सभी हिस्सेदार कांग्रेस, जेएमएम, राजद, आजसू, झापा, एनसीपी, फाॅरवर्ड ब्लाॅक और निर्दलीय सभी अपनी-अपनी हिस्सेदारी लेकर मौज में थे। एनजीओसी का गठन भी इसी काल में हुआ था और जाहिर है एनजीओसी भी अपनी हिस्सेदारी के लिए मगजमारी में लगा था। एनजीओसी एक और दावेदार अनेक ! ये पत्र उसकी बानगी मात्र थी। मगजमारी क्यों और किसलिए ? इसकी कड़वी सच्चाईयां 2009 में राष्ट्रपति शासन के दौरान एनजीओसी द्वारा लिए गए निर्णयों के रूप में सरकारी दस्तावेजों में दफन हैं। क्रमवार सभी दस्तावेजों से पर्दा उठेगा।

Subject : Opening and Closing ceremony of 34th National Games at Ranchi
The National Games Organising Committee was constituted for taking all the decisions with regard to 34th National Games and other events which is to take place at Ranchi. No meeting of the National Games Organising Committee (NGOC) has been called so far and no decision has been taken in the National Games Organising Committee to constitute any of the Sub-Committees.
The opening and closing ceremony of the 34th National Games is a part of games event which is to be organized by the National Games Organising Committee. The NGOC has not constituted any Tender Committee nor any discussion took place regarding the manner in which various events including the opening and closing ceremony are to take place.
Suddenly, I am given to understand that the Government of Jharkhand had issued advertisement for and on behalf of NGOC thereby inviting tender for organising opening and closing ceremonies.
The games are to be organized by the NGOC which itself is a legal entity and funds have to be provided by the State Government. All the decisions as to how the tenders are floated are to be taken by NGOC. Since lot of funds are going to be spent for organising the Opening and Closing ceremonies, it is therefore imperative that we could explore the possibility of tying up with such companies who could take over the advertisement rights and make substantial contribution to the NGOC so that sufficient funds are collected for maintaining various stadiums after the National Games are over.
I am shocked to know that such a high tender has not been given any publicity in any of the Metro Newspapers. The tender notice was put on the website and in some local newspapers which are available only in the State of Jharkhand. It is a national events and lot of publicity has to be given even according to the guidelines laid down by the Central Vigilance Commission.
As we all know that the event of Opening and Closing ceremonies is a very important event which involves the reputation and prestige of the State of Jharkhand as well as of Jharkhand Olympic Association. I, being the president of JOA, its my desire that the Opening and Closing ceremony should be a spectacular show with glitter and far much better than the ceremonies held earlier in Hyderabad and Assam.
It is also important to mention that we need a Brand Ambassador amongst the famous and renowned celebrities who could motivate and attract not only the public at large but a very prominent and popular personality and well liked personality who can rope in the Corporate sector so that we can get more sponsors from the corporate sector.
The next Youth Games are being held in Pune in August/September, 2008 and I am given to understand that the National Games Organising Committee of the said Youth Games have already marketed their rights with a marketing company so that the games could be organized like cricket matches.
I am not making any issue for the sake of raising an issue. It is an important factor and the NGOC to take all the decisions about the tenders such as how they are to be advertised, what clauses have to be inserted etc. We cannot be guided by the tender document of Assam Games since in the State of Assam the Chief Minister is the President of State Olympic Association who acted in a dual capacity. Companies of Metro cities should be informed and invited to organize the Opening and closing ceremony.
Keeping in view the vital significance of Opening and Closing ceremonies, taking of a decision to award any contract to any of the Company would be a decision in haste. The said event being part of the display has to be basically decided by the Members of the Olympic Committee as they are well versed in these type of events.
It is also important to point out that lot of celebrities who are sponsored by the Event Management Companies, have to give in writing before accepting the tender to the effect that they are available for the event. It is learnt that no such confirmation has been received from the celebrities. Any company can put any name in the tender document that the celebrity may not be available for dates.
Above are the few suggestions points which need to be immediately looked into. To achieve the goal and to fulfill the aspirations of the people and to host the National Games in an impressive and magnificent show. In my view, It would be pragmatic if primarily the focus on wide publicity is laid through national newspapers in order to influence the Event Management Companies to come forward for organizing the Opening and Closing ceremonies in the most splendid manners besides generating revenue from the said event.
I hope you would take into account the above points for consideration and I would appreciate a line of confirmation from your side. However, I look forward to meeting you on 7th June 2008 as I shall be visiting Ranchi on Sunday specifically for this purpose.
